Simple GNOME Menu Editor

A sketch of just about the simplest menu editor GUI that would meet Mark's fifth requirement. Ideally an extra tab in the Menus & Toolbars capplet, and also accessible by an Edit Applications Menu (or even just Preferences) item on the panel's Main and Applications context menus.
