Bug fixes to date parsing, log4py calling, argument
- fixes to date parsing
  - added import rfc822
  - some feeds put timezones in non-standard fashion. Fixes for that.
- log4py calling
  - Bug in log4py.error() invocation. Fixed.
- argument
  - Added check to see if arguments are there. If not, config.ini is assumed.
  - roll_in_utc is set to 1 if this option is not specified in config file
