It leaves every contributor as the copyright holder of their own code, either licensed to the community under the same license as the rest of the project (CDDL in most cases) or shared with ForgeRock so we can license it out under CDDL while we hold it in trust for the community.That looks rather positive, albeit somewhat confusing. If the concept of licensing under the CDDL is unpleasant (why I have no idea), it appears you can pick Apache2 as the code license for your chunk instead. I'll be interested to see how it pans out, cf. the FAQ.

data/ directories are (usually)
created by me and (unless obviously labelled otherwise) are licensed under
the public domain, and/or if that doesn't float your boat a CC0
license. I encourage linking back (of course) to help people decide for
themselves, in context, in the battle for ideas, and I love fixes /
